Good afternoon, ladies and gentlemen. Is the free Cloudflare used as a DNS server still relevant at the moment? I heard that most IPs in free mode can be blocked by Roskomnadzor on the territory of the Russian Federation.

BUT if you only need a dns server, then take it from Yandex, also for free but in the Russian segment.
