Dns PTR record?

Hello!
Can you tell me how this record is recorded? The hoster with our server sends me to the domain hoster, the domain hoster says it should do the reverse :)
In theory, you need a reverse record domain-> ip, but for some reason it doesn’t work. If anyone knows how to solve this problem, please share your experience.

PTR prescribes the owner of the IP address on ITS DNS servers.

Uh-huh, alexxxst is right, if you have a PI IP, i.e. in fact, you are not the last, but the owner of the ip, then it is registered in your reverse zone.

Hoster for sure. The domain registrar (domain hoster as you put it) has nothing to do with PTR

The PTR specifies the DNS administrator to which the in-addr.arpa zone is delegated for this block of addresses.

The PI IP owner must specify in RIPE which DNS is responsible for Reverse Delegation of the IP block. And then you manage in your DNS.
