DNS Proxy Intercept on timeout?

Tell me, is there any software for modifying responses from an upstream DNS server, if we did not receive a response from it at the set time?
For example:
client (request) -> dns_proxy -> dns_server
client <- dns_proxy (127.0.0.1) <- dns_server (timeout)
