Distribution of torrents of free and paid programs. Is it forbidden?

The torrent protocol as such is absolutely legal , and is not prohibited by law in any way.
Although some providers may block it in order not to create a load on the network, this is their right.
Therefore - you can freely use the torrent to distribute programs.
The legality of distribution of a particular program depends solely on its license agreement - if you have such a right under the license agreement - you can safely and legally distribute it.
If you don't have that right, you can't.
Therefore, see the license agreement of the programs you need.
It does not depend on paid or free programs .

A couple of things should be added to the answer of Comrade Artem (@Jump :):
Firstly, in progressive jurisdictions, communication providers do not have any such “right” to block certain protocols - this is called the principle of net neutrality. But the former Soviet republics, unfortunately, do not yet belong to such jurisdictions.
And secondly, Comrade Artem is answering you about the distribution of programs, while you, strictly speaking, asked about the distribution of torrents, and a “torrent” is still a file with metadata, and not the work itself being distributed, and if you asked precisely and only about them, then the answer will not be so unambiguous at all, and certainly will not depend in any way on what this torrent refers to - whether to a program, or to another work.
Well, I'll go over your examples. Linux® is mostly free software, and free software , by definition , can be redistributed (and not necessarily free); non-free parts of it (these are the firmware of numerous devices) can also be distributed, otherwise they would not be included in Linux. Skype, PhpStorm, 3DS MAX, Photoshop, Windows - you can't, it's expressly prohibited. SourceTree - I don’t immediately find any license for it at all, and although it most likely exists somewhere, in general it must be understood that the lack of direct permission to distribute the AP object is, of course, a ban.
