Distance learning with a state diploma or an external student in IT specialties?

What options are you familiar with?
Distance learning is not considered due to its time constraints. Either remote or external study is considered. However, in St. Petersburg, so far I have not come across anything like that, so that as a result I get a state diploma of higher education.

state diploma of which state? In Britain there are at least a dozen options for reasonable money (I myself will soon finish the Masters)
