The situation is this: In 1992, I entered LETI for the specialty 2204 “Software for Computer Engineering and Automated Systems” (I chose it according to the description in the handbook for applicants, and LETI was advised by my father’s partner, who came to Kamchatka, a professor at Leningrad State University, as the best civil university Union for programmers, the military was TAII, but I was ordered to go there because of my health, although a friend from Kamchatka, whom I “made” at the Olympiads, entered there more than once), but did not pass by points (it was necessary 20, and I was a math for 10 I passed, and physics at 6, although I could at least 8 if I had enough sleep - there was a change in the time zone for 9 hours, and physics was the first exam, came from the exam, slept for 3 hours and solved 2 problems “for myself” - then I was would be a chance to choose something "programmer"). In general, he entered the 1907 "Information and Measuring Equipment" (hmm, Google doesn’t even know what “specialty 1907” is), and even into a “hardware” (it turned out after the fact) group, the only one from the Faculty of Automation and Computer Engineering that studied in streams with other faculties. While general engineering training was the first 2 courses, I was interested in studying (except for computer science, etc. - before entering, while still at school, I wrote commercial programs in Pascal (at first), C and dBase, participated, albeit without result, in competitions magazine "Radio" in i8080 assembler, ported (literally in a notebook) under "Radio-86RK" FORTH-83, cracked the protection of some toys under MS-DOS, wrote a translator of the "Knut language" for "Radio-86RK" and solved everything tasks of the first volume (it cost me more than a PC - 1000 rubles in 1991) - in general, matrix multiplication in FORTRAN, Helloworld on asma under MS-DOS and Notepad on TurboVision C ++ were not interesting to me as term papers), and then there was hyperinflation, my father’s business was undermined, in general, my parents were unable to help financially, and studied mainly as industrial (or military ) to design systems with an emphasis on physical measurements (and group 230 will write their digital processing and decision-making, which studied programmers in the same specialty - we had 230a, emphasis on sensors, compensation circuits, ADCs, etc.). As a result, I passed the fifth semester, combining it with hacks from trading in Royal to developing accounting systems on dBase and, later, Access, and I couldn’t combine the sixth semester because of all sorts of ecologies and philosophies, basically - they simply didn’t give me the opportunity to take tails, although others it “somehow” rolled, later I found out that my uncle was a vice-rector and / or sent money, and I was naive). In general, in 1995 he was expelled for academic failure, passing only a few (profile) tests for the 6th semester.
It was actually a backstory. Attention is a question! Is there now, after almost 20 years, the opportunity to continue (or at least start again) higher education in purely programming specialties for free, having recovered or with credit for entrance to LETI in 1992 for the Unified State Examination? What I could google hints that I will need to take the USE or personal exams at the university. Ideally, I would like just a test or with a not too picky check. Has anyone experienced similar situations in practice? Or at least know the theory?

As an option, go to the dean's office of the university of interest, or find teachers among friends and ask specifically there. Perhaps there are options to enroll in a graduation / evening and then transfer to a point, if you really need it.
And so, as far as I know, there are very few universities that accept on the basis of their own exams - the rest are all according to the Unified State Examination

In the archive of the university where you started, you can request a certificate stating that you have already passed and passed - this is to transfer the basic disciplines in a new place. I don't know if this case has a statute of limitations. You can try to recover in absentia there, and then transfer somewhere. But it will be very confused.
You may have to pass the exam for admission, but this is not scary, since the competition for correspondence is low.

Persons who graduated from school blah blah blah of some year (you obviously have less) do not have to take the exam.
University students can be credited from the first admission, but they have a statute of limitations, each university has its own - it is determined by the order of the rector.
In theory, it should be free, according to the federal law "as well as free higher education on a competitive basis, if a citizen receives education of this level for the first time." (FZ-273, article 5, clause 3) It comes into force in September 2013, but the current law has exactly the same wording, only in a different section.
Still, it's best to ask a lawyer.
Although, at your age, I wouldn't expect to go head-on for free.
