Displaying hashtags in trends. Why isn't everything displayed?

There is a hashtag #occupyabay. In my opinion, since yesterday fell out of trends. At the same time, for the same period of time, two times more tweets are written for this tag than for the one that is currently in the top.
Do you think, or maybe you know, that Twitter does not recognize the meaning of words before putting them in the top? After all, it turns out that there is not a single Russian word in this hashtag and therefore it is rightly not displayed in Russian trends.
Especially for the experiment, I opened 4 tabs: the world top hashtag, American, and two Russian.

The question is not about politics at all, if anything! I will never believe in the venality of Twitter, do not even start.

A couple of days ago or more this tag was in the first place, so it doesn't look like twitter recognizes Russian words.

It is possible that Twitter displays tags for a certain time, after which it allows them to be replaced by new ones.
