Why do headers have a title attribute?

Hello!
I saw that on one website of a web studio, the title attribute is written in the title tag.

<h1 class="main-title" title="Наши проекты">Наши проекты</h1>

I checked it in the w3c validator, it is not considered an error.
What can the title attribute be used for in page titles? Is there any benefit in doing this for SEO?

And why should it be considered a mistake?

Yes. There are many options, the most common is when the content is an image, and the title gives a text option. In addition, it may contain more extended text than content. Your option is, so to speak, a default, just duplication of content.

Hello! The title attribute, being a generic attribute (belongs to such a class of attributes), cannot, by definition, be the result of a code validation error. And yes - its presence is an option for reading voice devices (applications) in order to provide content for the visually impaired, and also if "driven" - this can be attributed to the category of strengthening the semantic core.
