Display a shortcut to all PCs of the domain on the desktop?

Good day or evening or night to everyone.
It is required to bring a shortcut to a network resource to all PCs in the domain.

The test environment

Win2019 AD (mydomain.lan)
was raised Win10 pro connected to mydomain.lan

Created the user admin.mydomain
Go to group policy
Right-click on the domain name and select the first item "Create a GPO in this domain and link it ..."

Opens group policy management editor.
We pass along this path: "User Configuration" - "Settings" - "Windows Configuration" - "Shortcuts"

log in to Win10Pro admin.mydomain/password
The desktop is empty.

This rule works if the user connects via RDP to the server, BUT it does not work when the user is sitting at any PC.

The policy may simply not work on a PC. Make sure that in the security properties you have added the "Domain Computers" group with the right to read, even if the policy is applied to the user.
