Diploma as a reprieve from the army and ....?

I perfectly understand that having a diploma will only give you a headache when trying to get a job, and what is most important is skills and experience, but I heard that you need a diploma to get a job abroad, exactly why? What will he give?

Trying to come up with excuses for why you don't have a diploma will give you a headache!
What does the employer think when he sees such a person?
- Is he that lazy?
- He skipped and was expelled, not disciplined?
- He is from a dysfunctional family that he did not even receive in absentia?
- Does he have some kind of base, or did he just climb the forums and completely shit?

For example, in Israel, a diploma plays a rather large role in getting a normal job.
Without a specialized VO, you can’t get into many jobs at all.
But there is a slight difference from Russia: only those who REALLY need it receive a diploma.
Most of the population graduates from college.
Even if a person has a Russian diploma, he will still have to confirm it in Israel, and sometimes completely retrain.
