I don't really know the realities of Rostelecom, but in some way the question may be quite normal.
Since they indicate that the type of connection is FTTH, then in fact everything is similar to copper Ethernet and on the client side it can be either a switch, a router, a media converter or an optical network, depending on what the local connectors have built there.
And you got to the regional or even federal TP, where you are aware of local realities only by what is indicated on the subscriber card, so they are trying to find out what they actually messed up and how it works.
