Did Google change the rules for moving to a new domain?

How is it now correct to move the site from one domain to another? 301 redirect + move to Google Webmaster? So already 2 sites simply lost all traffic and all positions, although it used to be re-pasted normally.
Something has changed?

Nothing has changed, recently moved by large sites, nothing seems to have been lost.
In Google webmaster, I do not remember that there was an option to move to another domain.
Did you make a redirect page-by-page?
The reasons for the loss can obviously be found in the same place in Google webmaster, moving has nothing to do with it
