Development server freezes when launching a project in vue-cli?

Hello! I ran into this problem not too long ago.

When I run the project with npm run serve and the download reaches 65% it just freezes! I've tried running the console as admin and reinstalling NPM & VUE-CLI to no avail.

I think you need to run the vue-cli-service serve command directly without npm, see if you can enable the extra. logging and look for the logs on which team hangs.
