This is a course project. As I understand it, this is from the "assemble the controller yourself" series.
What is essentially needed and what we have:
1) there is a measuring device (for example, an oscilloscope);
2) and you need to assemble a device with a usb 2.0 output interface to connect to a computer that will process this data after.
3) write the software part to make it all work (for example, sending and receiving an array of bits)
The course student said first to read about usb 2.0, and then we will look for a data transfer interface board / circuit.

If you have a course project, then it is assumed that you are familiar with the subject. So at least you are able to understand what Google slipped you. Then you read all this ton of information, and you still have questions about some of the subtleties that you want to clarify with the community. Correctly?
Otherwise, it's called ... well, no, don't do it for me - but show the book where it's all laid out on the shelves.
