Development of Operating Systems (OS), is there such a field in programming?

Hello. I would like to know if there is such an area in programming that deals specifically with the development of OS, Drivers, etc., or is this area only part of computer science, or system programming? Thanks for the answer!

Windows is proprietary. It is not easy to develop an OS there, but system utilities or drivers are possible.
Linux - you can pick any parts.
Again, system programming is not only about the OS, but also a bunch of system utilities.
