Developing apps on a tablet?

Comrades, do not judge strictly, if this has already happened, but I did not find it. So, these are the questions. I bought myself a tablet (the other day I'll take it from the store), (medium, on Android 4.2.2. Texet Navipad TM-7855,1 Gb of RAM) took it for reading. So, in order.
Programming knowledge is equal to zero (this is just a note) There is a desire, and a few hours of free time during the day, for classes. In general, I want to write applications for windows phone (perhaps android, but preferably windows), not games, and not too complex applications (although here I am not special, what is difficult and what is not. In general, I want to be able to write applications, with animation, and those that do not need an Internet connection (I hope you understand me) at first, then if I get better at it, I will move on to something more complicated.) Unfortunately, there is no home computer yet, and it’s not a fact that it will appear, because money goes to other needs.
Now the next moment. Is it possible to write applications for windows phone on an Android tablet (is there the right environment for this?) Just for android there is almost everything you need to be able to develop applications, but I don’t know about windows. What languages ​​should I start learning (how to learn from scratch, I already learned, there were such questions) in order to write specifically for windows phone? Is this option possible? Write code on a tablet, send it to the cloud, and then on a computer (with a friend) through finalize the desired program, and try to put it in the store?
By the way, is it possible to just write code (when learning to program, for training) on ​​my tablet? Or do I need a PC?
In the end, I want to add that the head is more or less cooking, but only now there is an opportunity to do this. Not professionally (although who knows what will happen next). Thanks in advance for your help.

Take an inexpensive laptop. Even if it were somehow possible to write code on a tablet, it would still not be a full-fledged development environment. Well, already about writing on an android tablet for another platform, forget it altogether.

You won't be able to develop under Windows Phone, because. not even Mono for Android. But you can develop under Android. But for more or less serious development, you still cannot do without a computer.

For now, read e-books and websites about mobile development on your tablet. And borrow a laptop from friends for writing and debugging applications. Just try. Maybe it won’t drag out ... But you don’t need to buy right away! )

You can develop, but the efficiency will be close to 0.
Buy yourself a droplet with Windows or Linux. Put everything there. Write code on a tablet, build on a server.
