If removed, what is it? The result of recovery by some program? If so, then with a high probability this is either not the entire file, or a partially overwritten file. Usually, some recognizable signature is present at the beginning of files of popular formats. And it doesn't look like anything.

Are you sure that the information about what happened (background) is accurate, and there are no errors or attempts to hide anything in it?
At first glance, the file does not look like one of the popular formats. It rather resembles either an archive or some modern format with a very good compression algorithm (like H.265, WebP, etc.). It can also be encrypted by both the owner and the virus.

Solid model file, no options here. All I did was remove the file extension.
A riddle for a person who will get what is in the file :) just add the file extension after the dot.
