Bitrix d7 already has the ability to determine the city based on the ip address.
But more opportunities are available when using the dadata service, especially when connecting deliveries.
As for “drive cities into the infoblock”, it probably meant that the element with the name of the city may contain other information for use on the site, for example, phone number, address ... After all, somewhere you need to store this information for each city.
