Designing a user interface for a cnc machine?

Hello.
Please tell me what language this application is written in which allows you to control the CNC machine ( https://www.youtube.com/watch?v=AWVdVtgyldQ video from 1:15 min.). How is the relationship between the control program and the controller? Interested in any information on this subject, what books would you recommend, or even where to start, in order to try to create your own user / visual (HMI) interface of a CNC machine, on Windows or on Linux or without it.
PS on this machine, the control program works on top of the usual Windows, I know that there are also options with Linux.
