Own shell for windows?

Hello world,
I would like to write my own replacement for windows explorer. It seems like it’s more or less clear with the desktop, taskbar and file manager, but how to change the windows themselves in windows? just rewrite WinApi? Yes, I doubt that shell replacments do this, there must be an easier way. Please tell me where to dig?
