Design of desktop programs on windows?

Good afternoon. Such a question:
I have experience in designing mobile applications and websites. But recently there was a proposal to develop a design for a desktop program on Windows.
I have had a poppy myself for several years.
Enlighten me, where are the guidelines for such a thing? or some useful material

Look towards Microsoft Virtual Academy. They have courses describing the principles of the new Windows 8.1/10 design. It is enough to quickly go through the presentations attached to the courses.

Since you come from web programming, then WPF technology will be close to you and the first quality that I advise you to master in WPF is WPF-binding . Roughly and vaguely reminiscent of angular-binding. If you wish, you can see fairly close parallels, curly braces, watchers ...
I have been slowly using WPF for a long time, but somehow everything is forced, but as soon as I felt the binding, I got the feeling that my eyes were opened. Of course, it is not without flaws, but even what is available is an order of magnitude better than WinForms.
