Default domain policy-priority at what lower standing GPO of the policy napimer at the conflict?
We know that the downstream policies override the higher policies, but what about the Default domain policy? Thanks in advance to everyone who helped.

Not a very clear question.
Each policy has a Link Order, including the Default Domain Policy.
If the question was - which policies linked to the root of the domain have more priority - then the answer is those that have less (higher) link order.
And according to the general priority of applying all policies, this is the so-called LSDOU (Local, Site, Domain, OU)
