Decompilation of the virus scr file. How?

They send a virus in the Steam chat.
It has the format scr (Windows splash screen) and steals things from various games, as well as passwords.
Please, explain how it can be decompiled and whether it is possible in principle.
As far as I understand, an ordinary exe program is being executed, but since I have no experience in decompiling, I cannot analyze it.
I uploaded this file to a file hosting service, but in no case do not run it if you do not know what to do.

This file is written in dotNet, so JetBrains dotPeek is in your hands and go. True, he is slightly obfuscated.
