Debian reboot after updates

In ubuntu, after the update, a panel pops up that a reboot is needed, in some cases. About the same thing is needed in debian on the server in the console. How can you find out after aptitude full-upgrade?

What do you mean don't reboot? Well, you can restart all services, init 1; init 3, that's all...
There was some kind of program for rebooting the kernel "for profit", but it is either proprietary (yes, funny, but what can you do), or simply does not work outside of certain Linux (RedHat).

www.ksplice.com/ is a great and inexpensive solution. We have been using it successfully for a long time.
