Debian 8 and MariaDB. What is the correct way to migrate to a non-Debian distribution version?

There is Debian 8.x and installed in mysql Ver 15.1 distribution Distrib 10.0.22-MariaDB, for debian-linux-gnu (x86_64) using readline 5.2. We want to switch to MariaDB 10.1.x from the site https://downloads.mariadb.org/mariadb/repositories...
How to properly remove the old version from the Debian distribution and install a new one so as not to lose data and settings.

You don't need to delete anything. Just add the MariaDB repository for your version of Debian and do:

apt-get update
apt-get dist-upgrade
