Database registration?

Has anyone registered the database?
I'm interested in the form in which it is necessary to provide materials that identify the database.

In order to identify the registered database, materials should be submitted that reflect the objective form of representing the totality of independent materials contained in it and the principles of their systematization, which allow finding and processing these data using a computer , up to 50 pages.

I'm not a programmer, so don't judge too harshly.
As I understand it, the database can be represented as a kind of flowchart, but this is not enough for registration?
If a computer program is a file or a combination of them, in this case we can easily get the source code of the program. Files can be in different languages. What about the DB? Also a set of files + the data itself? Those. also have source text + data?

We registered a couple of years ago - we sent the sql code, which included queries to create a database, tables and insert rows with data. + a couple of fetch requests just in case :-)
