There is no universal standard. For each of the selected subject areas, sometimes there are standards.
For example, for medicine, there is a standard for data exchange between servers (it is directly indicated that everything should transmit SOAP), a basic set of functions is indicated that a system claiming to be federal should implement, and the ministry also “distributes” wsdl-ki, in accordance with which and requests and responses should be formed. Unfortunately, I don't know about other areas.
It is more customary to operate with the terms "data structure" and "application architecture".
What is at stake is not entirely clear from the question.
Nevertheless, I will assume that there are no GOSTs for either one or the other. Most likely it is worth using generally accepted data/application design guidelines. And if the scope is specific, then it is possible for a specific area to be TU (technical specifications).
