Cyrillic in filenames on Sharepoint 2010?

Share your experience, who solves the problem with Russian characters in links to documents in Shara 2010.
For my part, I reduced the names of libraries to numbers, but you can’t force users to name folders and files in English. names and it turns out that the link that is formed to the file looks like:

When the files are in the root or in the 1st level folder, this is still tolerable, but the nesting is large and the names are not small. As a result, it turns out that some of the files cannot be opened, because. the length of the link exceeds the number of allowed characters.
The extension with "codeplex" on short links solves the problem only in the convenience of displaying the link, but when you click it, the path remains the same anyway.

On Windows, if the file path is longer than 260 characters, the file cannot be opened. The UNC path \\?\UNC\server\share must be used. Naming Files, Paths, and Namespaces
