Customer Call System, Desktop or Web?

Hello dear community. Need advice.
Imagine an ad site, users post ads, operators call users to check the reality, whether the information is correct, add, edit if necessary.
I see two solutions:
1) Web interface, everything happens in the browser.
or
2) Desktop application.
The essence of the question - How best, more efficient to implement?
Is it better to make a client for the operator as a browser-based solution or a desktop one?
