Good afternoon. I have a freelance account on upwork. How can I create a customer account as well? Can I register a second account, but only as a customer?

Yes, you can also create a customer account, but you do not need to register a new profile for this.
Go to your profile:
My Teams -> Create New Account -> New Client Account
