cucumber. Why don't classes with tests see the class with annotations?

There is a project with bdd tests, it has a class in which annotations are written. Annotations only work if you drop a class with them into the tests folder. There will be many such folders. How do I set up a project so that the standard Before and After annotations are applied to all executables?
