"Ctrl + /" not working in VS Code. How to fix?

I tell you how I do everything in detail, I don’t know where I can make a mistake here.
1. I move the cursor over the line that I want to comment out (at the beginning or at the end).
2. I press the combination Ctrl + /.
3. Nothing worked.
I can only comment manually, despite the fact that there is a command in keyboard shortcats ctrl + /. What could be the problem?

VS Code was already uninstalled and reinstalled again - didn't help.
