Creating your own channel in KTV?

Good afternoon, we use an analog TV channel broadcasting system and the task is to organize our own TV channel and launch it into the Analog channel grid. At the moment, we have a server with a very old LineMaster program where we load pictures and overlay the broadcast through, after that all streams are sent to the set-top box and broadcast from it to subscribers. But since the program is quite old and not very functional, maybe there are options for replacing this program?
