I thought about creating a smart cast, there is esp12 and arduino, is it possible to make a device like statcast?

Power is not enough. Buy a Miracast and don't worry. Here you need at least a normal ARM, like raspberry / orange pi.
I understand your desire to make everything smart, but first, study a similar experience and 90% of the questions will disappear
