Create your own cloud like Amazon EC2?

How to create your own cloud like Amazon EC2, or like hosting providers, so that you can allocate different instances for different users. There are 3 PCs that need to be combined into one. All this is needed for tests, just to understand how it all works. Now I'm thinking of using ubuntu 16.04 + MAAS + JuJa. Is that for this or did I misunderstand the documentation? Maybe someone has ready-made developments and what is the best technology to use?
