Create subtitles and translate + save SRT. What services to make a translation for free?

Good afternoon. The Youtube service has the ability to make automatic subtitles (voice recognition) and you can also translate into another language. Very good feature, but I didn't find a way to save subtitles in SRT format.
If anyone has faced such a task - how to make (automatically) subtitles and save to SRT file?
Maybe there is some kind of API for Youtube or some additional service (free)?
