Create a virtual museum from scratch?

Hello, I ran into such a problem, I need to help my nephew do the work for a grant .. Actually the essence: Online Museum of Mathematics. His supervisor said that it should be in this form:
We go to the site in front of us from the street, we see the building => then we can click on the door (previously, when you hover over the door with the mouse, a window pops up with the inscription entrance to the museum) => we enter the museum, in in the room in front of us is a bedside table (as if similar to a map in the mall) => in the room there should be links in the form of pictures
-about the project (lead to separate html pages)
-authors
-point ....
At the end of the room there should be 3 doors that lead on
-History of Mathematics
-Geometry
-Algebra..
In these rooms, the exhibits will be in the form of hyperlinks to separate pages...
Now the question is: How can this be done if we don't have pictures/panoramas of the museum... and there are no images at all?

Google themed pictures. svg draws the coordinates for each pseudo-room door, then you also use svg for exhibits. You can use map/area instead of svg
