CPU with heat dissipation TDP 95W and 0db (completely silent cooling). Really?

Hello.
Is it possible now to assemble (and on which components it is better) a powerful PC that works without a single sound (0db)?
Thanks in advance, everyone!
UPD:
There is such an option , but this is a new NUC platform.
UPD2:
Found Thermalright Le Grand_Macho . It's almost 2x cheaper than the Thermalright HR-22 (proposed by SyavaSyava )
And a good review including a comparison of these passive heatsinks: here .
Everyone, thanks for the help!

Yes, quite: NH-D15 - when I first launched it on a stand on the table - I thought that the computer did not start and started to turn it off, and only then I noticed that the coolers were spinning and working, and then the monitor turned on. So its worth the money. And yes, plus the replacement of the cooler in the PSU and a couple of cases: - noctua.at/en/products/fan
Warranty - 6 years, MTBF over 150,000 hours (that's 17 years, if anything). So the coolers will remain quiet even after five years of operation (tested).

There are cases that work as radiators. Just a big Tower with heat pipes to the processor and video card, if you don’t put one under the table, but in some place with natural air flow, you can charge very powerful iron inside.
But it's much easier to take a case with thick walls and sound insulation, and put a minimum of good quiet fans inside. You still won’t hear if you don’t sleep with your ear directly to the computer, but there will be no overheating guaranteed. Well, i.e. "completely silent" and "noise, which is still inaudible" is, usually, the same thing for the user, but the second is easier to implement and more reliable.

you can also consider moving the computer to another room.
you can buy 20-30 meters of HDMI or display port cable, connect the monitor to a computer in the pantry, for example, while being able to transfer data via these cables and connect peripherals directly to the monitor.
