CPU power consumption, what is the normal performance?

CPU power consumption in demanding games (let's take pubg) does not exceed 25 watts, measured through msi afterburner, huge input lag, it's impossible to play, often freezes and fps sags. Why such power consumption, nothing was buggy before, now it has begun, the system is clean, there is no dust in the case.

The problem is either overheating, although this is doubtful, or in the BIOS. Alternatively, set the power plan to high performance and disable intel speedstep in the bios.
