Current build :
Mat. motherboard - Gigabyte P31-S3G
Processor - Intel® Core™2 Duo E4500 (2M Cache, 2.20 GHz, 800 MHz FSB)
RAM - 2GB (DDR2)
HDD - Maxtor STM3250310AS ( 21, 3.5", SATA 3Gb/s, 250 GB , 7200 rpm, buffer 8 MB)
Video card - NVIDIA GeForce 8600 GT
Purpose of using PC : work in Windows 10 (office applications, Photoshop, instant messengers, undemanding games), work in the browser
Planned to replace : RAM, replace/add hard drive, possibly replacement of the motherboard (if the connection interfaces are outdated)
Budget: up to 10K rubles
Since I myself have never picked up components, I would not like to make mistakes. Please help!

In your case, the best thing to do is replace the motherboard/processor/memory trinity.
A budget of 10k is very tying. Take a closer look at itx and mini-atx motherboards with an integrated processor, just take a processor no older than a couple of years, better J4105 - four cores or J4005 - two cores but faster in a single (1150 single thread cpubench rating). They cost about 7 tr., with the remaining money you buy ddr4 RAM, maybe first 4gb, then save up and buy more. Modern processor, modern video (of course integrated) and absolutely silent (40 watts at peak consumption)
All other options are more expensive. It is possible to assemble on the basis of the past amd phenom 6x or 4x technology and ddr3 RAM (with due diligence, you can find a motherboard with ddr2 / ddr3 support), but this is a real step back.

Just buy a 256GB SSD for a Windows 10 system, and build up one bar of 2GB RAM. If the processor remains, then your Quard will pull. And nothing else is needed, if you use such a machine wisely and do not clog it with garbage, then it will be enough. Photoshop will not lag. If you need to work with very large files with POLYGRAPHY, then install several previous versions in parallel just in case, less fancy interface goodies, but this is not necessary.

The budget is very small, this is the main problem. :(
If you change the motherboard / memory / CPU, then you will most likely throw away your own. Consider selling your computer as a whole and buying a used one, but better. In our area, for 15 thousand, you can find a computer on Intel g4400 3300 MHz + built video + 8GB ddr4 + hdd 500GB in excellent condition.
