Cooling the hard drive, like many similar things, just to be. Some people want to sell it, others will see it and they will be tempted to buy it, and the first ones are counting on them.
In general, the designs of modern boxes are different, and sometimes venturers are where the coolness from other coolers does not go well, and you can read what it threatens to read here .

To not get warm.
upd.
To be more precise - to maintain the normal operating temperature of the hard drive. (due to one reason or another, for example, the properties of materials at different temperatures)

For any device, there is a recommended operating temperature range at which the device will live the most. And the operating parameters are different, and sometimes cooling is necessary to comply with it.
for example, 1 hard drive in a spacious case does not need additional cooling, but 5 drives (array) in the same case already require.

usually they should not get very hot, but old models boiled so that eggs could be fried, cooling is necessary in order to prevent the plates from heating up, data can be lost at high temperatures

Entropy, almost all the energy that is supplied to the HDD, turns into heat, and the materials from which the HDD is made are not very warm.
