The picture is normal, the bumps on the graph are a decrease in frequency to reduce energy consumption (the screen says the same - the current frequency is lower than the base one). You can change the energy plan, you will pay more for electricity.
After the discass with nidalee , I'll take out the actions for clarification: In order not to guess whether the decrease in frequencies is the reason, just run CPU-Z and look there (it counts for sure).
