Cost of licensing Microsoft Dynamics AX?

Problem: to estimate the cost of implementing an ERP system at a machine-building enterprise, the total number of employees is ~ 25 thousand people, of which ~ 5 thousand employees. We need approximate figures for the cost of licenses, how many licenses it costs to buy (as far as I understand, as a rule, far from all employees are provided with licenses), what equipment is generally needed for implementation, and its cost.
