Copying a site and recreating it on a new host?

There is a site inside my ISP. I created a mobile application that links to it, more precisely - pictures from it and some more text. But due to the fact that the site was made by some crooked person, the download from the site is very slow, because of this it seems like my application is slowing down. The site is slow and from the desktop.
I contacted the owner of the site, he said - "dick knows, I did not do it and I can't do anything."
So, I want to download his entire site (say, using Httrack) and transfer it "outside", to an external hosting (faster). But how do you keep the functionality? And is it real at all?
I don't want to make a website from scratch.
Well, and, if possible, automate the saving of information from the site.

You need access to the webserver that hosts the site.

If the site is small, it is better to take the material and collect it again.
If the site is crooked, you still have to sort it out and you only need text.
Too lazy to do - put some information on Wordpress.
