Convenient file upload field in the visual component editor?

When creating a component in .parameters.php, I specify the type "FILE" for the parameter, when you click on the download button in the visual editor, a file selection window opens. What I would like to see:
1. The window is not a choice, but a file download. Now it's a file selection and a "download" button at the bottom. I need exactly the download, as when editing an infoblock element, for example.
2. Now, when uploading a new file with the same name, Bitrix refuses to upload: "Such a file already exists." Again, I would like it to either overwrite itself, or, as when editing the same element of the infoblock, not allow a new file to be loaded until you delete the previous one.
Is this even possible in the visual component parameter editor? At least the second point.
And another question. Will such a file loaded through the component's visual editor be available for processing by the CFile class? You mean add it to the database?
