Contact information is a BEM block?

I look at sites with BEM markup. In the contacts menu item, the contact block is declared, and the elements contact_map,
contact__address, etc. are attached to it. And naturally, this block is not found anywhere else on the site. Is this correct?
And the second question on a site with BEM markup can there be entities that are neither blocks nor elements nor modifiers at all? And if they can, how to name their classes?
