From your CSS it looks like you want to override the styles for button_theme_islands. In this case, they should not be written in common.blocks/button/button.css but in common.blocks/button/_theme/button_theme_islands.css . That is, along the same path as in the library, only at your redefinition level. Because the files for the modifier are always included after the main files of the block (even at different redefinition levels), unless otherwise specified in the dependencies.
