Ecasound offers a console mode. Sound processing, LADSPA effects, multitrack mixing, etc. are supported.

Not bitrate, framerate, etc., but something that speaks about the level of noise, or just fantasize - audibility or speech intelligibility? I found it by video, but I can't find it by sound.
