Connecting to a COM port via Telnet in Windows 7

Very often I saw on Habré how they connected to a modem (on a serial port) via Telnet, and manually sent AT commands to it. But as I understand it, all this was done in Linux (since I did not find such an opportunity in the Windows telnet).
Tell me how to reach the modem through telnet in Windows 7?

Through Telnet? Maybe you meant minicom?
You can access the modem in Windows 7 using PuTTY (you will still work with minicom, but the convenient PuTTY will launch it unnoticed by you).

Use Putty, it (in the newest version) can connect to COM * And everything works with a virtual COM port (for example, working via Bluetooth)
