Confused with VDS from FIRSTVDS?

Rented server, KVM virtualization, at FIRSTVDS.
A bunch of nginx (fastcgi) + php7 + mysql is installed on it
. I hope it will be clear.
There is a php script that takes data from the database.
If I restart the server through the VDS control panel. And after launch, I will run this script (no matter how many times), then watching the processor load through nmon, this action will take a maximum of 10% of its power.
It costs the server to work for half an hour, maybe even less (always in different ways). When executing the same script, 100% of the processor is already wasted. And the query is running slower.
* I note that the load server was no longer received and on another VDS (copy) this script works stably and spends 10% at least in half an hour, at least in an hour.
Do you think the problem is most likely in the software settings on the server or in the host?

The most obvious answer is that the load from neighboring VDS is preventing you or the hoster is limiting your processor
If other servers have identical software, then most likely the hoster has problems. But I strongly doubt that the software and tasks are 100% identical
By the way, open the secret why the question is here and not in the support service?
